When two lights approach Japan and descend on Kasukabe, a white light strikes Shin-chan, granting him superpower abilities. Meanwhile, a man named Mitsuru Hiriya is bathed in dark light and acquires psychic powers, beginning to cause destruction. The story follows Shin-chan as he learns to control his abilities to face Hiriya, who wants to destroy the world.
